The Chairman of the Verkhovna Rada Volodymyr Rybak claims that he shall not sign the order to hold extraordinary session of the Parliament, in case information regarding falsification of signatures of some people’s deputies confirms.

Answering journalists’ questions during the press conference in Donetsk on Friday, Volodymyr Rybak informed that yesterday, in the morning, he was presented 158 signatures of people’s deputies of Ukraine proposing to hold extraordinary session including four agenda items.  

The draft resolutions of three main issues were also submitted. “However, signatures in regard to the report of the Prosecutor General were not presented, nor did the opposition present the draft resolution,” Volodymyr Rybak said.  

According to the Chairman of the Parliament, he mandated the specialized committee and the Verkhovna Rada to prepare the respective order.

Thereat, Volodymyr Rybak said that yesterday, in the afternoon, some people’s deputies addressed him saying that there are no required 150 signatures, and that some of the signatures were falsified, for 11 people’s deputies whose signatures are on the list, are abroad. “Thus, these signatures are either falsified, or the signature lists were substituted, or maybe there are some other variants. Anyway, those people were not in Kyiv on January 22, when the lists were signed. They were abroad,” Volodymyr Rybak said. He also informed that Personnel Office of the Verkhovna Rada took specimen signatures of people’s deputies, tested them and found out that there were eight fake signatures. That is why, Volodymyr Rybak said, he entrusted the Verkhovna Rada Secretariat to take in the situation.

The Chairman of the Verkhovna Rada stressed that in case signatures were falsified, he will not sign the order to hold extraordinary session. He noted also that any of the issues could be considered routinely, at the beginning of the second session.

Volodymyr Rybak noted that no decisions will be adopted during the extraordinary session, since the initiators of the abovementioned session do not have the required 226 votes. At the same time, he stressed, holding of the session will amount to UAH 3,672 million.

The Chairman of the Parliament explained that at least 300 people’s deputies should come to Kyiv to participate in the session, and then go and come to Kyiv again on February 4.

“If the situation clarifies in the evening and I shall be reported of 150 signatures and if all the respective documents are present, I can sign the order to hold an extraordinary session. Otherwise, there can be no discussion regarding extraordinary session. I shall not violate the Rules of Procedure,” Volodymyr Rybak claimed.
